I am extremely disappointed with the way Annacapri Laguna Azure HOA (Managed by Guardian Management Associaion) handled a recent tree replacement violation at my property. I received a violation notice on June 1, 2026, requiring me to address a dead tree within 14 days. However, before receiving the notice, I had already hired a contractor to remove and replace the tree. My contractor successfully removed the dead tree on June 7 at my expense. Make sure when moving into a HOA development that Guardia Association Management does NOT run your HOA. * poor development management * poor leadership execution * Kaden Gayle who is supposedly a manager pawns off concerns and kicks the can Guardian loves to fine tenants and homeowners BUT the development is full of trash, broken fencing, uncovered street drains.. If the HOA can’t follow the rules you cannot expect the residents to follow! Way too many developments to be living in a poorly managed environment.

I have lived in Twelve Oaks phase one for about 15 years. The Guardian Association Management has done the minimal amount possible to maintain our neighborhood. You’re basically better off talking to the wall because they never follow through with resident concerns. We pay homeowner dues but they barely even provide watering for our landscaping. Dead grass and very ugly landscaping is what we’ve had for 15 years. They do not monitor new construction in our neighborhood either. Our HOA manager seems to do very little unless something is brought to her attention. There are several things that are pretty obvious that are not addressed until months later. Would love to have a different company manage our HOA as Guardian has not done well.

Be careful before getting a home with this HOA. They are not accountable to support you to make your first payment (imagine what other things they would do) and they charge you late fees (Even you set up your account into their system several months in advance and contacted the HOA Manager) taking advantage of your ignorance (Or their bad system administration so they blame others of course) and if you ask questions to them "that conversation is taking them to nowhere" so they won't guide you at all (And hang the call to you) and basically you are on your own. I had the misfortune of having to deal with this "management" company in the community I live in. We had Leanne who is the most un professional and disrespectful person. My deepest condolences if you have to deal with her. They would NEVER answer any of the homeowners calls or emails, never would help us with big important issues. but she sure was good sending garage sale flyers. that's about it! the community is a mess. I'm a tenant, & was provided their contact by my landlord back in May 2025, as I wanted to report a disturbance in the neighborhood caused by loud neighbors disturbing the peace. The HOA person I corresponded with believe her name is Donna or Deborah, however she is useless.
